Administrative and financial manager - legal advisor

Job description
Following the departure of a permanent member of staff, SMADESEP is looking for an accounting officer to oversee the legal and HR aspects of the public establishment (team of 12 to 16 people).
Duties / working conditions
Duties :
- Accounting (document entry, invoicing, VAT, etc.)
- Budget (preparation, execution and follow-up)
- Cash management (grants, loans, etc.)
- Human resources (payroll, careers, declarations, by-laws, etc.)
- Legal follow-up and advice, particularly in the above areas
- Day-to-day administrative management (chrono management, correspondence, archives, preparation of meetings, drafting of deeds, transmission to legal control, etc.)
- Management of routine supply contracts (technical inspections, regular maintenance operations, administrative supplies, etc.)
- Assistance with 2 revenue accounts
- Helping to welcome the public (switchboard)
- Seasonal management of 3 service stations (supplies, remote interventions, etc.)
Profiles sought
- At least 3 years' higher education in public accounting
- General regulatory knowledge of the French Public Procurement Code (Code de la Commande Publique)
- Good command of general IT tools (Office Suite) and dedicated tools (Chorus pro, AGEDI Suite, DFT Net, etc.)
- Autonomy, rigor, listening and interpersonal skills, dynamism
- Legal culture (public law) expected
- Knowledge of human resources management desirable
- Driving license required; boating license (coastal) a plus.
