Pole Tourism

One of the skills of the Mixed Union is to lead and perform all operations of touristic valuation and  development on its jurisdiction. The pole of sustainable tourism development aims for the structuration and maintenance of tourism, especially nautical, on the lake of Serre-Ponçon and its banks.

1. To ensure economic development by strengthening the tourism offer in different seasons

In the interest of the development and the harmonization of water, tourist and sporting activities on the reservoir and on its banks and to preserve the site of the risk of proliferation of disparate and unsightly developments, the "tourism commission" is the entity to propose the most appropriate actions in terms of tourism on the lake of Serre-Ponçon. The purpose is to ensure complementarity and the need to diversify the local touristic economy in the respect of the environment of Serre-Ponçon.

The SMADESEP has determined the conditions of occupation of hydroelectric public domain and of the various water, tourist and sporting activities on the reservoir and on its banks.
At the request of the person concerned, the "commission tourism" examines the request and delivers, by an agreement, a temporary occupation authorization (TOA) indicating accurately the purpose and duration of the occupation. The authorization, always granted to precarious and revocable title, is to pay a licence fee for occupying the public domain.

All requests must be made before the 31th of December for an activity project proposed for the following summer. The Tourism Committee meets annually before the 31st of March for the investigation of files.

2. To develop water facilities in the sense of a qualitative improvement

The S.M.A.D.E.S.E.P. ensures the maintenance and the development of the banks of its territory membership. Therefore, it must manage all public facilities therein, from the beaches and the facilities (toilets, showers, tables, access paths, parking, ...), to the pontoons or ramps to launch ...

The Union Committee wishes to develop the various equipment on the reservoir but also the future facilities in a qualitative and harmonious way. The visitor quality is a key issue for tourism in Serre-Ponçon.

The S.M.A.D.E.S.E.P. strives to undertake quality amenities to eventually lead to a label:

  • "Blue Flag" for beaches,
  • "clean port" for public ports,
  • "Tourism and Disability" for all equipment.

3. To coordinate the various activities throughout Serre-Ponçon

The main touristic and recreational activity on the site of Serre-Ponçon is the water activity. An inter-prefectural decree determines the different available or prohibited zones on the lake and the regulation in terms of navigation and safety. Different practices coexist throughout the reservoir: boating, sailing, swimming, fishing, ... The sedimentation of practices through winds and lake morphology causes little conflicts in occupation between the various practitioners.

This wealth in terms of touristic potential has led the Region Provence-Alpes-Côte d'Azur to respond favourably to the request of Serre-Ponçon to be recognized among the dozen pilot territories as a place of experimentation development of "outdoor" activities. Through the regional program of fair and sustainable development of outdoor activities and sportive tourism in mountain, several lines of action have been determined on Serre-Ponçon:

  • To strengthen the port facilities and to support a sustainable management of touristic nautical sites recognized by a labelling process,
  • To continue the structuring of the sector "wild water"
  • To structure the offer "Hiking" in all its forms and make it accessible to all,
  • To reinforce the off-season activities relying on the sector "Air" and the activity "Recreational fishing",
  •  To strengthen the image of Serre-Ponçon

4. SILMAS European program

The SILMAS program: Sustainable Instruments for Lakes Management in the Alpine Space (Tools for sustainable management of lakes in the Alpine Territory) is a European INTERREG project aiming to consolidate a network of scientific and technical exchanges between lakes of the Alpine arch. Starting in September 2009 for a period of 3 years, this initiative follows a previous program (ALP'LAKES) which allowed a first dynamic from only alpine lakes of natural origin.

The PACA region is now one of the 15 partners in the project which bring managers of the alpine lakes of France, Italy, Slovenia, Germany and Austria together. The working groups are organized around themes of global warming and changes in the ecological status of lakes, around the managing of their various uses and possible conflicts, as well as the implementation of educational tools for sustainable development.
SMADESEP is the associated structure of the PACA region to experience a set of tools and transferable practices to improve governance on the alpine lakes.
