The Union of Lake ( S.M.A.D.E.S.E.P. )
Established in May 1997 the Mixed Union of Planning and Development of Serre-Ponçon (SMADESEP: Syndicat Mixte d’Aménagement et de développement de Serre-Ponçon) is a public administrative institution that includes the General Council of the Hautes-Alpes, the community of communes of the region of Embrun, the community of communes of the region of Savines Serre-Ponçon, the community of communes of the Region of Serre-Ponçon and the commune Chorges.
S.M.A.D.E.S.E.P.: Which purpose?
To manage a consistent development of quality tourism, this is the main goal which unites nine riverside municipalities in the Hautes-Alpes of the Basin Serre-Ponçon, namely Baratier, Crots, Embrun, Savines le Lac, Le Sauze du Lac, Prunieres, Puy Sanières, Chorges and Rousset.
S.M.A.D.E.S.E.P.: Which areas of intervention?
The mixed union is competent to take and perform all valuation operations, of tourism development and planning of the hydroelectric public domain.
It is also capable without territorial jurisdiction constraint for the promotion of its own actions contained within its competences, in consultation with existing structures.
As such, it is responsible for:
- Studies,
- The definition and implementation of a master plan for the development of the lake shores,
- The waste disposal on the water and on the banks, the analysis and monitoring of the water quality,
- The development, maintenance of the banks and the marking of the lake,
- The development and maintenance of hiking routes around the lake,
- The construction and use of touristic facilities, sport or recreation,
- Coordination of sports and leisure activities on the lake and its surroundings,
- Maintenance, handling and/or management of water facilities,
- Participation in exercises and actions of security ...
S.M.A.D.E.S.E.P.: Who does what ?
A team of 8 persons provides all the operator missions of the Union.
In application of its statutes, the actions and implementation of SMADESEP are self-funded by the Department of the Hautes-Alpes up to 66 % and 34 % by other member riverside communities according to the following calculation rule:
- For 1/3 in proportion to the tax potential of riverside municipalities of the concerned inter-communal structures,
- For 1/3 in proportion to the population of each riverside commune,
- For 1/3 in proportion to the length of the shores of the territory of the riverside communes.
Concerning the operation methods of SMADESEP, internal rules were made by deliberation on March 27, 2007; it allows to better define the organizational and institutional functioning of the public institution.
